The application requests approximately $33 million to complete construction of Spokane County’s Bigelow Gulch/Forker Road Urban Connector project and Spokane Valley's reconstruction of the Sullivan Road/Trent Avenue (SR 290) interchange. The interchange was identified for replacement in the region’s Bridging the Valley plan dating back to 2006.
The terminus of the county’s Bigelow Gulch project, expected to be constructed by 2023, is the Sullivan Road corridor. The corridor is a vital connector in the long-term success of the regional and interstate transportation networks. Spokane County has been committed to improving this freight corridor for nearly 20 years.
The total project, as described in the INFRA grant application, leverages $65 million of previous Bigelow-Sullivan Corridor investments, plus an additional $22.5 million of secured funding against a $33.6 million INFRA request.

Sullivan Road corridor
This corridor is a significant arterial link that serves a robust commercial district on Indiana Avenue, including the Spokane Valley Mall, Spokane Industrial Park, Central Pre-Mix, Inland Asphalt, Inland Empire Distribution Systems and many other industrial, freight and commercial businesses.
The Bigelow Gulch project will link freight and commuter traffic from north Spokane County to Interstate 90 (I-90) through the Sullivan Road corridor. The increased traffic is expected to nearly double peak-hour traffic volumes at the Sullivan/Trent interchange, limiting its operability and decreasing safety for users.
Corridor projects

- Reconstruct and signalize the Sullivan Road/Wellesley Avenue intersection.
- Upgrade sidewalks to ADA standards.
