Spokane Valley Permit Center
The Permit Center is open for business!
An appointment is not necessary to meet with staff at the counter; walk ins are welcome. However, due to high demand, customers seeking detailed technical assistance or information are asked to make an appointment to reduce possible wait time. Customers can also connect with staff via phone or email, and virtual meetings using zoom remain an option.
Please use the city’s enhanced ONLINE PERMIT PORTAL to submit a permit application. Applications submitted through the portal may be processed more quickly.
Permit fees can be paid via credit card through the online permit portal or by calling the Permit Center. A 2.5% convenience fee will be charged for credit card/online payments. The convenience fee is not charged for check or cash payments made directly to the Permit Center. Please contact the Permit Center for assistance or technical support.

Permit Applications
Review the steps below to identify the application process for your permit request.
1. Complete permit application
Use the ONLINE PERMIT PORTAL to complete applications for the permits identified below. The portal allows applicants to electronically submit the application, pay fees, obtain the permit and schedule an inspection.
- Commercial building (new build, additions & remodels)
- Residential building (new build, additions & remodels)
- Re-roofing

If you do NOT wish to use the ONLINE PERMIT PORTAL, permit applications can be accessed from the links below:
- Commercial building permits
- Residential building permits
- General building permits - manufactured homes, mechanical/plumbing, demolition, grading, fire safety, roofing, signs, tents and events.
- Land use, planning and zoning permits - accessory dwelling units, subdivisions, plat vacation, boundary line adjustment, and floodplain development.
- Development Engineering - design review and construction inspection of engineering components.

2. Submit application, any additional materials and fees
Identify fees that need to be paid when the application is submitted; view current City of Spokane Valley Master Fee Schedule. Application fees must be paid prior to application processing.
3. Commercial and Land Use Application Review (if applicable)
Depending on the type of permit, city staff will review the application and additional materials, and contact the applicant should more information be necessary or design plans need to be modified. Applicants are notified when permits are approved.
4. Schedule an Inspection (as necessary during construction)
Inspections can be requested through the ONLINE PERMIT PORTAL or through the Permit Center Inspection Request Line at 509-720-5350. Inspection requests received via the portal or the Inspection Request Line before 7 a.m. will generally be performed on the same business day.
5. Certificate of Occupancy (if applicable)
Permit Center staff will prepare and issue a Certificate of Occupancy (also referred to as a C of O) for new buildings or building additions after city inspection staff and review agencies have issued final inspection approval of all permits associated with the project. Temporary Certificates of Occupancy (also referred to as a TCO) may be issued where weather or other issues prevent completion of project components not affecting life safety.
Please note that there is a $200.00 fee for commercial/multi-family TCO issuance ($150.00 for single-family/duplex TCO issuance).
