Streets Sustainability Committee
Presentation of findings to City Council
City employees shared the findings of the Streets Sustainability Committee (SSC) and community survey focusing on the city’s Pavement Management Program (PMP) in a report presented to City Council on Nov. 9, 2021.
The committee and survey were part of a city-led initiative to identify long-term funding options for sustaining the PMP. The committee met seven times from April through October 2021. In addition, survey responses were collected from the general public between mid-July and mid-September.
City employees identified nine key findings based on 1,018 public survey responses and 22 responses provided by committee members:
Regarding their interest and support for maintaining city streets and suggesting pavement condition goals, respondents:
1. Describe the pavement condition of City streets as “fair” or better.
2. Indicate the PMP should be prioritized in the City’s budget planning process.
Regarding their preference for maintaining city streets, types of treatments used, and long-term levels of service, respondents:
3. Support increasing the prioritization of local access streets.
4. Support implementing surface treatments in the PMP
5. Support increasing PMP funding to maintain the streets in their current condition.
Regarding investigating current revenues and potential future funding sources to maintain city streets at the recommended level of service, respondents:
6. Do not support reduced funding of other City programs to increase funding of the PMP
7. Identify a Transportation Benefit District is the most-preferred funding option.
8. Indicate new funding should evenly distribute costs to everyone.
9. Indicate PMP funding should not rely on annual surplus fund transfers.
The report provides a detailed summary and conclusions identified through the public engagement process.

- Evaluating citizens’ interest and support for maintaining city streets and suggesting pavement condition goals.
- Identifying options for maintaining streets, types of treatments used, and long-term levels of service.
- Investigating current revenues and potential funding sources for street maintenance at various levels of service.
