Community Development Codes and Standards
The Community Development Department develops and maintains the following codes and standards at the direction of City Council, our citizens and state laws. These documents guide the development of our City either by helping to plan our future, setting standards for development, designing lasting streets, maintain our shorelines or any number of other things that are important to a growing, developing city. Spokane Valley Comprehensive Plan
The Comprehensive Plan is the document that determines the community's goals and aspirations in terms of the development of our community. The Comprehensive Plan dictates public policy in terms of transportation, utilities, land use, recreation, natural environment, capital facilities, economic development and housing. The City's Comprehensive Plan may only be amended once per year. A pre-application conference is required prior to submittal of amendment forms.
Applications registered after November 1st of the previous calendar year and before November 1st of the current calendar year shall be included in the annual review. Those registered after November 1st of the calendar year shall be placed on the register for review at the following annual review.

Spokane Valley Municipal Code
The regulations of the Spokane Valley Municipal Code (SVMC) are intended to implement the City's official Comprehensive Plan and, as such, may be amended from time to time. For more detailed information relating to code text amendments. A copy of the Comprehensive Plan is kept in the office of the City Clerk and is available for public inspection during regular business hours or on the City's website. Applications for rezoning any land use action shall be consistent with the Comprehensive Plan.
The SVMC may be amended at anytime. A pre-application conference is required prior to submittal of amendment forms.

Spokane Regional Stormwater Manual
This manual lays out procedures and requirements for designing stormwater management facilities associated with land development, street, and drainage projects. This manual was developed jointly by Spokane County and the Cities of Spokane Valley and Spokane. Please see the Spokane Regional Stormwater Manual for more information.

Spokane Valley Street Standards
The
Spokane Valley Street Standards provide the minimum standards for the design and construction of all street related improvements and apply to all capital and development projects within the limits of the City .
