Sullivan Road Improvements - Sprague to 8th
Project improvements
- Reconstruction of Sullivan Rd. from Sprague Ave. to 8th Ave.
- Concrete at Sprague to be extended south. Concrete intersection to be added at 4th Ave.
- Complete infill with new sidewalk on the west side of Sullivan Rd.
- Install “Intelligent Transportation System” (ITS) fiber to link 4th and 8th Ave. traffic signals to the city network.
- Install stormwater treatment facilities to provide improve water quality.
Project impacts
Construction will be completed in phases over 20 weeks beginning in late May (tentative).
- Multiple weekend closures of Sullivan at Sprague for concrete construction (Friday 7 p.m. to Monday 6 a.m.). One week of advanced warning signs will be provided for each closure.
- Final project paving will close Sullivan from 10 p.m. to 6 a.m. in September.
- 4th Ave. signal will not be in operation for the duration of construction. As a result, left turns from Sullivan to 4th Ave. will not be permitted.
- Access to business entrances will be maintained for employees and customers throughout the project. However, business with multiple entrances may have one or more temporarily closed during some phases of the project and/or during overnight paving.
- The contractor will provide two business days advance notice to businesses and homeowners whose access will be directly impacted by construction.
- Drivers are encouraged to use Evergreen Rd., which runs north/south as an alternate route.
Contractor
- The city is in the process of selecting a contractor for the Sullivan Road Improvements project. The contractor will be required to provide a public liaison to address concerns from impacted businesses and homeowners.
- Please contact Senior Engineer Kelly Lynch at klynch@spokanevalley.org if night closures (7 p.m. to 6 a.m.) will require specific coordination with the contractor.
Cost and benefits
The estimated cost of this project is $4.5 million. Upon completion, both sides of the street will have full sidewalk, improved water quality, traffic signals will be linked to the city network, roadway section will be improved.
Tips for minimizing construction impacts
If you own or operate a business, please consider these ideas for reducing construction impacts:
- Inform your employees about the construction in advance so that they can adjust their commute time.
- Inform your suppliers and vendors about the construction in advance so that they can identify alternate routes and/or adjust delivery schedules.
- Inform customers about the construction in advance and let them know your business will be OPEN and accessible.
- Include messaging in your advertising to say “Open During Construction.”
- Include information in your business newsletters, emails and/or social media posts about the construction and resulting impacts.
