Current City of Spokane Valley Public Works Department projects:
Barker Rd./BNSF Grade Separation
Timeline: Currently under construction.
Description: This project will improve safety by replacing the existing at-grade BNSF Railway crossing on Barker Road with an overpass and constructing a roundabout at the Barker Road/Trent Avenue intersection. Project will also close Flora Road between Garland Avenue and Trent Avenue, to eliminate an another at grade-crossing with BNSF Railway.
Estimated cost: $26 million. The city’s contribution to the project is approximately $3.6 million with the remainder covered by state and federal grants.

Pines Rd/BNSF Grade Separation Project
Timeline: Tentatively scheduled for construction in late 2023/early 2024, continuing for approximately 2 years.
Description: This project will grade separate Pines Road (SR-27) from the BNSF railroad tracks with a bridge and reconstruct the intersection of Pines and Trent with a double lane roundabout. The project will reduce delays, increase safety, improve emergency access, enhance pedestrian facilities, eliminate the need for train whistles, and construct a new trailhead/parking area for Centennial Trail.

Pines & Mission Intersection Improvements
Timeline: Tentatively scheduled for construction summer/fall of 2023
Description: This project will improve safety and reduce traffic congestion. It will eliminate the split-phase signal timing for traffic on Mission Ave and reconfigure the signal operations at the intersection. The project will add a right-turn lane from SB Pines to Mission, add dual left turn lanes from eastbound Mission to Pines and change the through/left lane on westbound Mission to a dedicated left turn lane. Also included are stormwater improvements, such as removal/replacement of failed drywells and adding new catch basins along with the associated connecting pipes.
Estimated cost: $1.3 million
Sullivan Rd/SR290 Interchange Reconstruction Project
Timeline: Design 2023-2024. Construction currently not funded.
Description: This project will improve safety and reduce traffic congestion by replacing the existing diamond interchange at the intersection of Sullivan Road and State Route 290 (Trent Avenue). The project will construct a grade separated interchange that utilizes an elongated double lane roundabout, typically referred to as a “peanut roundabout,” to provide the turn movements on and off the SR 290’s ramps. Project will include road widening, sidewalk and shared-use path on Sullivan Road from Kiernan Avenue to Wellesley Avenue.
Estimated cost: ~$43 million. The project is currently funded through design.
Barker Road at Union Pacific Crossing-Phase 2
Timeline: Construction summer 2023 (June-September)
Description: This project completes the pedestrian trail and road widening on Barker Road with the crossing of the Union Pacific Railroad, and includes widening Barker Road to a three-lane roadway with curb and gutter; upgrading the railroad crossing arms and signal cabinet; a 10-foot shared use path from Euclid Avenue to Trent Avenue; and road, storm water and sidewalk improvements on Euclid Avenue from Barker Road to Harmony Road. As part of the project, Spokane County will fund the installation of gravity and pressure sewer on Barker Road and Euclid Avenue, and Consolidate Irrigation District will fund a water main replacement on Euclid Avenue to serve abutting properties. The scope of work includes clearing and grubbing; grading; roadway excavation; curb and gutter; sidewalk installation; pedestrian trail; ITS infrastructure installation; ITS directional boring; water main replacement; storm structure installation; force main and gravity sanitary sewer installation; paving; signing; channelization; coordination with Union Pacific Railroad for widening railroad crossing approach; coordination with Union Pacific Railroad’s contractor for railroad signal and crossing gate replacement.
Estimated cost: $3 million
Sullivan Road Improvements
Timeline: Construction May through late Fall 2023
Description: This project reconstructs Sullivan Road from Sprague to 8th Avenue with asphalt pavement and concrete at Sprague and 4th Avenue intersections. A stormwater system will be installed to pipe runoff to new and existing swales and under sidewalk treatment facilities. Traffic signals will be replaced at 4th Avenue, and the signals at 4th and 8th will have fiber added to connect to the cities Intelligent Transportation System network. Sidewalk will be added to the west side of Sullivan to infill all gaps within the project limits.

South Barker Corridor Projects
Timeline: Design/Right-of-Way 2023-2024. Construction currently not funded, and may be phased into several construction contracts based on funding availability.
Description: This project widens Barker Road from Appleway Blvd to the south city limits (8th Avenue). Improvements include constructing Barker Road to a three lane road with bike lanes, curb and gutter, sidewalks, and stormwater improvements. Corridor improvements include constructing a single lane roundabout at 4th Avenue and 8th Avenue intersections.
Estimated cost: ~$13 million. The project is currently only funded through design.

Mission Avenue over Evergreen Road
Timeline: Summer 2023 (May/June)
Description: This project will repair the bridge deck on Mission Avenue over Evergreen Road. Traffic impacts will require reduced traffic on the bridge during construction.
Estimated cost: $260,000
Hillview Estates Local Access Street Preservation
Timeline: Summer 2023 (May-June)
Description: Improvements to road surfacing, stormwater infrastructure and Americans with Disabilities Act (ADA) accommodations are scheduled to start on May 15 and continue through June. Phase 1 work (map) starts May 15 and impacts 31st Avenue from Collins to Clinton; between 31st and Skyview on Virginia, Woodlawn, Morrow and McDonald; 28th Avenue from 29th to Guthrie; and McDonald between 29th and 28th. Phase 2 work (map) is scheduled for May 30-June 16.

Summerfield East Local Access Street Preservation
Timeline: Summer 2023.
Description: This is a preservation project for local access streets in the Summerfield East neighborhood. The project is north Wellesley Avenue in the vicinity of Trentwood Elementary School and East Valley Middle School. Portions of Best Road, Calvin Road, Olympic Avenue, Bellevue Court, Crown Avenue, Lucille Road, Burns Road, Wabash Court, Summerfield Court and Broad Avenue will receive new pavement. The project includes asphalt patches, grind and overlay, and replacement of noncompliant ADA sidewalk access ramps.

8th Avenue Sidewalk Project
Timeline: June-Aug. 2023.
Description: This project will grind and overlay 8th Avenue from Carnahan to Park Road and add new sidewalk to the north side of 8th Avenue between Thierman and Park Road. The project will be split into two phases. Phase 1 project limits are from Thierman to Park, phase two will include Carnahan to Park Road. 8th Avenue will be closed to through traffic during both phases.
Estimated cost: $4 million
Broadway at I-90 Preservation Project
Timeline: Phase 1 construction spring 2023 (May/June). Phase 2 summer 2024.
Description: This project will grind and overlay Broadway Avenue from Fancher Road to Park Road. The project is split into two phases. Phase 1 project limits are from Fancher Road to I-90 (Thierman Rd). Phase 1 will also include reconstructing Broadway with concrete pavement near each end. Phase 2 project limits are from I-90 to Park Road.
Estimated cost: ~$2.4 million. The city’s contribution to the project is approximately $1.4 million with the remainder covered by a federal grant.
Park Road Sidewalk Project
Timeline: Summer 2023 (June)
Description: This project involves installing a sidewalk on the west side of Park Road from Nora Avenue to Baldwin Avenue, and installing stormwater improvements.
Estimated cost: $640,000. The city’s contribution to the project is approximately $340,000 with the remainder covered by a Transportation Improvement Board state grant.
Broadway and Park Intersection Project
Timeline: Summer 2023 (June-Sept)
Description: This project reconstructs the intersection and its approach legs with concrete pavement. Project includes replacing the existing signal, curb/gutter, stormwater and sidewalks.
Estimated cost: $2.6 million. The city’s contribution to the project is approximately $520,0000 with the remainder covered by the Transportation Improvement Board state grant.
