Floodplain Permit

Nearly 20,000 communities across the United States and its territories participate in the National Flood Insurance Program (NFIP) by adopting and enforcing floodplain management ordinances to reduce future flood damage. In exchange, the NFIP makes federally backed flood insurance available to homeowners, renters, and business owners in these communities. Community participation in the NFIP is voluntary. The City of Spokane Valley participates in the National Flood Insurance Program (NFIP) which is regulated by the Federal Emergency Management Agency (FEMA). The City participates by regulating development in areas deemed by FEMA to be in the floodplain. The goal of floodplain management is to protect the citizens of Spokane Valley by encouraging responsible development in the floodplain area.

The City regulates floodplain development in accordance with Spokane Valley Municipal Code Chapter (SVMC) 21.30 Floodplain Regulations. Any development on a parcel located within a special flood hazard area requires a Floodplain Permit.

Flood Insurance Rate Maps (FIRMs) are maps created by FEMA. These maps depict land which have a 1 percent or greater chance of flooding in a given year (100-year flood event). The FIRMs are used to identify floodplains within the City. Citizens can view the City’s FIRMs by coming to the Permit Center, using the links below, or make their own map called FIRMETTE from the FEMA webpage.
