Spokane Valley Park Reservations and Usage
- Park facilities may be used free of charge on a first-come, first-served basis, as long as the space is available and not reserved already.
- The reservation season for all park facilities is from April 15 to October 15 of each year. Reservation requests will be taken starting at 8:00 a.m. on Monday, January 3, 2022, for 2022 reservations.
- Park restrooms are open April 15 - October 15.
- Splash Pads at Discovery Playground, Greenacres Park, Edgecliff Park, and Browns Park operate 10 a.m. - 8 p.m., May 15 - October 15.
Please Note: Shelter Reservations are predefined, set times, and include setup and takedown.

**If a reservation is needed prior to 9am and/or in two blocks of continuous time, please indicate on the Facility Usage Application. An additional fee will be required.**
Note: Discovery Playground has two small shelters outside the playground perimeter fencing available for reservations: Shelter #1-West and Shelter #2-East. In addition to the large red shelter at Browns Park, there is a Small Green shelter also.

Plus a $75.00 refundable Damage Deposit is required for all above reservations.
WEDDING ceremonies/receptions require a $300 refundable Damage Deposit.
Full payment of all fees and deposits must accompany the Facility Usage Application in order to request a reservation. Your request is subject to approval by the Parks and Recreation Director or designee.
Effective January 1, 2018, per City Council Resolution, all credit/debit card transactions will now be charged a 2.5% processing fee. Cash, check, or money order are still accepted, with no processing fee required.

An Event Reservation Fee for picnic shelters is required in lieu of the standard shelter reservation fee for all:
- Groups of 200 or more people
- Groups +/- 200 with high risk activities, such as all sporting activities

Insurance coverage is required for all events with high risk activities, including all sporting activities, car shows, etc. The proof of liability must be submitted in order to receive a Facility Permit, and must name the City of Spokane Valley as an additional insured for at least $1 million per occurrence and $2 million aggregate.

Alcohol is not permitted in City Parks, with the exception of Mirabeau Springs. Please contact CenterPlace (509) 720-5200 to reserve. Alcohol Permit information for Mirabeau Springs:
- There is a $10 fee for a City of Spokane Valley Alcoholic Beverage Permit.
- Proof of liability insurance ($1 million/$2 million aggregate coverage) with Alcohol Endorsement naming the City of Spokane Valley as additional insured is required.
- Insurance can be purchased from the WCIA at the Parks and Recreation office at 2426 N. Discovery Place. Payment can only be made by VISA or Mastercard.
- Insurance costs start at $151 for an event with fewer than 100 people attending.
- The appropriate Washington State Banquet Permit fee is $10 and can be obtained online at www.liq.wa.gov~ OR ~
- A Special Occasion License is required if you are inviting the public to attend your event. The cost is $60 and has a 45-day processing period.
- Applicants are responsible for obtaining the proper permits at least 14 days prior to their event.

How To Reserve:
WHEN MAY SITES BE RESERVED?
Park reservations will be taken starting on the first business day of the calendar year in January at 8:00 a.m., for reserved dates of April 15 - October 15. (For 2022, reservation requests will be taken starting at 8:00 a.m. on Monday, January 3, 2022.) Year-in-advance reservations are not given. Reservations must be made at least 48 hours prior to the activity. Park restrooms are open April 15 - October 15.
HOW CAN I RESERVE A SHELTER OR BALL FIELD?
- Please submit a completed Facility Usage Application form along with full payment of all fees and deposits.
- We accept cash, check (payable to the City of Spokane Valley), VISA, Mastercard, or American Express.
- Reservations may be made by walk-in, mail, or fax (509) 720-5250 during business hours: Monday-Friday, 8am-4:30pm.
- Complete reservation requests are processed in the order in which they are received, and are subject to approval.
- The maximum number of people allowed per reservation is 400.
MAY I RESERVE BY PHONE?
Sorry, we cannot make reservations over the phone. Reservations must be made in person at CenterPlace, 2426 N. Discovery Place, by email, by mail, or by fax (509) 720-5250.
WHAT IF IT RAINS?
Sorry, we cannot give refunds due to inclement weather.
HOW DO I KNOW MY RESERVATION HAS BEEN MADE?
Upon approval of your application request from the Parks & Recreation Director or designee, a Facility Permit will be issued and sent to you. Please keep this permit with you as proof of your reservation. Your reservation will also be posted at the shelter, so other park users are aware the site is reserved.
DO I NEED AN AMPLIFIED SOUND PERMIT?
An Amplified Sound Permit Application must be submitted to amplify sound of any type with a volume audible at a distance over 30 feet in a city park. There is no charge for this permit. Your application is subject to approval.
WHAT IF I MUST CANCEL?
- Cancellations must be made at least two weeks prior to the reservation in order to receive a full refund.
- Cancellations occurring within two weeks of the reservation will be refunded the damage deposit only.
Park Reservation Limitations
- The maximum number of people allowed per reservation is 400.
- Park shelter reservation fees at Browns, Edgecliff, Greenacres, Mirabeau Meadows, Sullivan, Terrace View, and Valley Mission are for a maximum of five (5) hours per reservation.
- Two (2) consecutive reservations may be accepted from one group; reserving a shelter 6-10 hours at the above parks constitutes two paid reservations.
- Shelter reservation fees at Mirabeau Springs are for a maximum of two (2) hours per reservation; reserving the shelter 3-4 hours constitutes two paid reservations.
- A maximum of two (2) reservations will be accepted per day at each shelter, with the exception of Discovery Playground and Browns Park-Small Green, where three (3) a day are allowed.
- The Parks and Recreation Department may allow more than two reservations per day at Mirabeau Springs, if the reservations are for event photos in one-hour blocks.
- Car Show reservations are limited to four (4) per calendar year and are authorized at Mirabeau Meadows only.

Special Event Permit
The City of Spokane Valley Municipal Code, Chapter 5.15 requires any person or entity conducting a special event, in part or in whole, upon public property in control of the City, to obtain a Special Event Permit. This includes any activity of a temporary nature on rights-of-way, parking lots, parks, intersections, sidewalks or streets.
How To Apply:
A completed application and a $50.00 application fee must be submitted to the Parks and Recreation Dept. at least four weeks prior to the event. The applicant shall also provide the City with a declaration page demonstrating proof of general liability insurance with a combined single limit of at least $1,000,000 per occurrence, and $2,000,000 aggregate. In the interest of public health, safety, and welfare, the Spokane Valley Parks and Recreation Department issues Special Event Permits to regulate events in Spokane Valley parks. This includes determining and administering special event permit procedures, which includes fees and charges.
The Parks and Recreation Department reserves the right to restrict specific activities in parks. Reasons for restricting activities relate to potential damage to park, the impact the activity will have on others’ enjoyment of the park, as well as risk management or public safety considerations. To minimize the impact events have on parks, the Parks and Recreation Department applies a variety of measures, such as site monitoring, compatibility with existing uses/users of the park, restricting activities, regulating frequency of events, preserving and protecting park conditions, controlling amplified sound, and limiting vehicle access. Any activities prohibited by law are not permitted in parks. By ensuring that park preservation measures are in place and adhered to, event organizers and the Parks and Recreation Department are ensuring the site’s continued use for hosting special events.

Vendors and Commercial Activities in Parks
City parks are established for recreational purposes. Accordingly, commercial use, whether by for-profit or nonprofit entities, is prohibited except through written agreement with the City or by permit issued by the department. The City may require appropriate compensation from any commercial use, which may include, but shall not be limited to, a per-event fee. Such compensation may be in addition to any rental fee. Such compensation shall be determined based upon the nature of the event, the public benefit of the event, and the impact to the City and City park facilities from the event, including how much of the park facilities will be unavailable to other users. Any agreement or permit for sale of goods or services in City parks shall include procuring and maintaining liability insurance at least consistent with that required in SVMC 5.15.070.
Items of Consideration:
- Groups or organizations conducting commercial activities on park or City facilities must pay the prevailing rental rates for use of the facility.
- Sponsors of profit-making, commercial activities conducted on park or City property must provide the Department with evidence of comprehensive general liability insurance sufficient to protect the City against risk, with a limit of at least $1 million per occurrence and $2 million aggregate and must name the City of Spokane Valley as additional insured.
- In addition to the rental fee and insurance, the sponsors of for-profit commercial activities conducted on park or City property will pay the City of Spokane Valley a percentage of the gross receipts which will be determined annually. Within thirty (30) days after a commercial or promotional activity, an itemized list of all income associated with such an event is to be submitted to the Director, together with payment of the established percentage fee.
